Okay just clarifying here. Now to use the IA i just wait till my opponent puts down their movement dial and then I can look at it. Of course being in range and all that. I can do that before I put down mine. Correct.

The card text is "at the start of the activation phase", so it should be after all dials are down. Works well with navigator or boost/barrel roll.

Incorrect. With IA, you can look at the dial in question right before the Lvl 0 pilots move, which is after all dials are finished being set.
IA is great when your low PS ships have ways of altering their final positions from what your dials have chosen. Examples are Barrel-Roll, Boost, Decloak, Navigator, et c.
A phenomenal use of IA is on the Outer Rim Smuggler, who would also be packing a Navigator and Anti-Pursuit Lasers.
I would recommend reviewing page 5 of the core rule book (http://www.fantasyflightgames.com/ffg_content/x-wing/support/SWX01_XwingCoreRulebook_lowres.pdf).
Knowing the four phases (planning, activation, combat, and end) of a game round is very helpful in interpreting card text.
