Situation: the runner has an installed feedback filter, and runs at an installed/rezzed Tori. The corp applies a net damage via House of Knives during that run.

Question: can the "potential" net damage be changed to brain before the runner can prevent it?

Does the runner have to be suffering the damage before it can be changed, therefore allowing him to prevent it?

It's been ruled that because they're simultaneous effects, because it's during the runner's turn, the runner has priority.
