Are there any pages made for the small-sized cards? The ultra pro 1.5" x 2.5" pages are just too small and I didn't see any slightly larger ones from ultra pro or ffg.

It's not an optimal solution, but you can press them into normal card pages sideways, and can fit two to a sleeve that way (meaning 18 cards per page). The better quality of page you get, the less likely they are to slide out.

UltraPro makes a side-loading version which is a little easier to use:

Right now I'm using a binder like the one above. You can store the regular-sized cards in it as well, and it works with sleeved cards too. I have all of my pilot and upgrade cards in one binder, with room for expansion at least to Wave 4 and maybe beyond.
