If the heroes have the Staff of the Wild can they move through a city, not stopping at it?
And can they skip over an Lt if they choose to?
The rules say that if they end their movement on a space with a city they can..... and "end their turn at the same place as an Lt....", so my guess is that they can.

You never HAVE TO attack a Lt. when ending your move action on the same location, so why would the Lt. prevent the party from moving through?
To answer your question: Yes, they can :-)
