So this ship can be at any place on the board. So long as it's not within range 1?

When you perform a jam action, choose 1 enemy ship that does not have a stress token and is at Range 1 of the jammed ship. The chosen ship receives 1 stress token.

This means that the jammed ship gets 2 stress tokens, and the non stressed ship at range 1 of it gets 1 stress token.

So 1 ship that is within range 1 of the jam target gets a stress token (only if it doesn't already have a stress)

Nope they added 'not' and it needs to be edited to be correct.

Comms booster it states remove a stress and give a focus basically. If there is no stress can I still use and give the focus. Just have to spend one energy?

Yes, you may give a focus token to a ship that doesn't have stress as you remove all zero stress.
