I've done a forum search with no real luck. So here goes...

EXAMPLE: I'm playing Rebels with Dutch and Kyle, both PS 6. Does it matter who I move first and fire first? If not, can it change each round?

During each phase, you may choose to resolve them in any order you desire. You could move Dutch first during the move phase, then during the shooting phase fire with Kyle. It's one of the reasons that lists with all ships having the same PS are so popular because it can be quite the advantage.
