Does the ship he is a crew member on has to attack or ANY ship....

Its not stating that on the card... it just reads...

"After you perform an attack against an enemy ship....."

2)

Phantom

Can i or can i not equip it with Cloaking Device (and im not talking about the advanced)

So when he would be cloaked i would have 5 defense...

Or when uncloaked 3...

I do not see any reason why i couldn't but i might be wrong...

(that is a curiosity question and i know it might even be unpractical to do so.. anyhow...)

Vader requires you to make a normal, legal attack. Then the card specifies that Vader can cause a critical damage on the ship you just targeted.

I think you mean stealth device, all phantom can cloak by default. And yes, you can put a stealth device on a phantom for 3/5 agility. It really isn't a very good idea though since in most cases an advanced cloaking device will be a better choice. Maybe on the lower PS phantoms though.

To expand a little bit on #1 - the term "You" always refers to the ship in question, not literally you the player. So any effect that uses "you" should be read as "this ship" for all intents and purposes. Vader can only activate when the ship he is assigned to attacks.

Only on the ship you attacked.

It is a modification so you can add it to your Phantom, but it would take up the modification slot.
