If someone declares a TL action on a ship, then takes the ruler to check range, is it allowed for them to check firing arc while doing that?
Checking firing arc while acquiring a target lock?
No, you are only allowed to check the range from your ship and the opponent ship in order to target lock it.
Of course, you'll probably see if they're in the firing arc when measuring for range, but if they're not in arc you've already committed to target locking them so you're stuck with it.

Actually you are not. Unless you play be the competitive rules. In the standard rules you are allowed to measure before committing to an action
