If someone declares a TL action on a ship, then takes the ruler to check range, is it allowed for them to check firing arc while doing that?

No, you are only allowed to check the range from your ship and the opponent ship in order to target lock it.
Of course, you'll probably see if they're in the firing arc when measuring for range, but if they're not in arc you've already committed to target locking them so you're stuck with it.

Just to be clear - from the rulebook, under "Acquire a Target Lock":
"When measuring range for a target lock, the player
may measure 360° from the active ship. The active
player may measure to see if an enemy ship is within
range before committing to this action."
There is nothing in there about checking firing arc, only range. So your statement should say " In the standard rules you are allowed to measure range before committing to the target lock action" (as opposed to "an action"). You may NOT check firing arc during this measurement, which is what the OP was about.
