Does it have any obvious weaknesses, other than mid-to-low PS?

No that seems pretty solid. I would probably send the extra focus to Biggs initially to try and keep him alive as long as possible. Even if he doesn't end up using both focus tokens it's still a worthwhile effort.
I've used a lot of XB list variations but not this one. I'm going to have to try it out.
I've been toying with the idea of a R3-F9 on Biggs if he was paired with Garven. That extra focus beign turned into a shield can help him survive. With 2 focus and 1 for regen shields if you get a blank roll on defence.
Double focus on Biggs is always a good idea.
When Biggs goes down it leaves the B-wings to work away on or Garven to destroy.
Even point spread.
Solid list to fly.

This ^.
Looks solid, try to keep stacking focus on Biggs unitil he's dead.
You could go for: Biggs, Wedge with swarm tactics and 2 blue squadrons. It has a bit more alpha strike to it, but its mostly preference.
That list is very solid, it handed me a loss to end my Regional run.

That's not a bad thought either. Often times I view extra points on Biggs as a luxury I can't afford since he's normally going to die first.
In ways it's about the same as giving him a hull upgrade, same point cost as the droid and as long as Biggs gets out of the opening salvo alive it's a wash on total hit points.
From there its a question of whether Biggs can live through the second round of attacks. So long as your opponent isn't bringing a knife to a gun fight that answer should be no.
Honestly I think you will encounter plenty of times where Biggs with 2 focus tokens to use on defense will net you more hit cancelations than the 1 shield regeneration.
Normally I would prefer to use those points elsewhere on ships that will stick around longer.

Actually, HU would likely be better, if we're assuming he doesn't live till the end of round two, which is a likely scenario. The HU has several advantages:
1) If Biggs gets killed before the end round R5-P9 doesn't do anything
2) If Biggs rolls at least 1 focus twice, you'd be better off using the tokens to negate damage (see #1)
3) Biggs can avoid more damage by spending both focuses on defense, and still having an extra hull
4) If Biggs is action denied, he cannot regen a shield
5) If Biggs is killed by a PS5/6, you could have potentially wasted putting the F on him instead of a blue
Given these are all circumstantial, but I would think on average, the R5-P9 droid would not have more than 1 opportunity to work on Biggs, and would often enough have no opportunities to regen a shield. I think it would likely be better on a Rookie or Luke for end game, as a cheaper (or second) R2D2.

1, true
2, debatable but I see your point on it. If you don't roll any eyes then what happens to the token?
3, true
4, not if paired with Garven, which is where this was originating from. But the odds that one focus from Garven won't get used up till endgame is not a point that can be defended.
5, it would have to be a higher PS pilot as PS 5/6 is simultaneous fire scenario or Garven passing the focus off (only if Biggs is still alive though).
I can see rookies with R3-P9, R2-D2, with Biggs and another high value PS pilot making for a tough squad to take out.

That only leaves 26 points so you're likely back to Garven and that's probably going to be inferior to most XXBB lists.
Edit: I shouldn't say most. The more I think about it the more intriguing it sounds. You should get more bang for your buck out of those droids since it spreads out priority target options.
