At the start of the Activation phase , you may discard this card to treat each friendly ship's pilot skill value as "12" until the end of the phase .

when would you use him? i see 2 problems hes good for. 1 when the next turn will be the first turn of shooting you can wait for your opponet to move all his ships first the move yours and target lock them all. good if you have greens with PTL & Assault. 2 during the next move if it looks like all the ships on the board are going to crash make your opponet move their ships first crash into you and get no actions then you K turn then shoot them in the back and if u have Comss Booster you can give them focus for sterss

You pretty much hammered the nail on the head. It's for planning out your moves for all your ships for the turn and then firing first. I totally think it's worthwhile, especially if you can manage to get your large ship(s) to use that boost action and then have the extra distance make you wipe out some of the enemy.

Other uses:

Movement order doesn't matter that round. If you are in a situation where you need a higher PS ship to move before a lower PS ship, now you can move them in any order you like. This can be incredibly important during a 300 point grand melee.

Bombs. Yes, I know Rebels don't have bombs yet and Imperials can't use this card, but if Rebels one day get bombs, this will be an incredibly powerful card. All the enemy will move prior to your bomb bearing craft, so you can drop the bomb on them. Note, your enemy doesn't know which turn this card will be used, so they can't ever be sure when to expect this.

Dealing with Phantoms/Interceptors with higher PS. If you are having trouble pinning these things down because they are Arc Dancing, you can use this card to move after them, ensuring that your less mobile craft can line up shots.

The way I read the card, it only elevates PS during the activation phase not the combat phase... so shooting would be normal PS order.

I agree though the best use for the card is probably alpha strike, especially if you have missiles. It really does solve the issue of using ordnance on low PS pilots for alpha.

Yeah thats how I read it. The end of the phase, not the end phase.

If you could turn all your ships to PS 12 for the entire round of a game, that would be silly OP.

Giving the Z-95 swarm a chose of any targets and target lock would be helpful.
