So decloaking happens when you reveal a dial... And ioned ships don't reveal dials.... So if you ion a cloaked ship does it have to stay cloaked and therefore not get to shoot? Or am I reading something wrong because I'm tired?

If it has a focus and evade, and it's cloaked, that means that it's either been cloaked for 1.5+ turns and has PTL, or ... yeah, that's the only way to actually stack that much stuff. So feel free to stay cloaked if that means you're stressed and can't shoot.
