not sure if this has been asked before but i am current playing a rank 4 tech-priest and i was wondering if his Luminen Charge ability can be used to power power armour, and if so how difficult is the test?

Well... a techpriest can power a power armour - that's the idea behind the dragon-scale. However, that armour is also specifically attuned to him.

So I'd say: Yes, you can Luminen Charge a PA. However, you get only one hour of use out of it and the strength bonus becomes +10. This way, it serves as a stop-gap measure that may help you at the most dire of times, but won't be used continously (unless you have your techpriest power up the armour every hour).

and i would certainly make it a hard (+30) test
