So Wes can remove a token from the target. Does the defender get the chance to use that token while defending against Wes (if possible)?

I believe the article implies that it does.

After the attack is totally complete. After damage is dealt (if appropriate). He sets up the next shooter, or denies a target lock shot on himself, but does not help his own attack.
