So as part of the latest FAQ it stated that unless otherwise banned or restricted all legitimate X-Wing miniatures and upgrade cards are legal to play as long as you have them?

I purchased my transport set from the FLGS yesterday and we have a tournament on this weekend, I have not seen any statements or notices etc from FFG banning or restricting use of the cards and upgrades so it is safe to assume I am free to play them?

if there has been an announcement from FFG can someone please point me in the direction of it?

Contact the TO of the event to confirm would be wisest. But yes, they should be legal assuming that the TO is sticking to the current tournament rules which if it isn't an official event, he doesn't have to.

The Rebel Transport is officially "available", which according to the rules makes it legal. Since it was released before the Regionals started there is no reason to ban it. There is no real reason to ban it for events outside the Regional events in any case.
