Blaster turrets and moldy crow are going to be useless around him.
Other than that, 3 ship rebel builds are usually crippled by focusing firing out one ship early on. After that, they don't have a lot of fight left in them.
Its a friend of mines list and we both usually run 3 ship rebels, every list I've tried hasnt been able to beat it lol. Ibtisam throwing 5 dice alot hurts lol. Also sucks that I have god awful green dice rolls lol.

Take out Biggs with 2x HLCs, Ibtisam is extremely weak against ion turret and she's now exposed. 2-3 shots from the HLCs would also take out the HWK, so yeah. Game would be over in about 4-5 combat rounds or so
Ionizing a stressed Jan basically removes her from the battle. No action to pass with Squad Leader, assuming she didn't use it to Focus, and building Focus to use with the Turret would be hard if she needs them to stay alive and/or is denied actions. Of course to get at Jan you probably need to get through Biggs so he almost certainly has to be the first to go. Actually, Ions could easily lead to the death of Ibtisam as well depending on how she handles her stress.
The possibility of facing a 5 die HLC is intimidating but that's just one ship and if you can take that hit (ie. you aren't flying glass cannons) you could give this trouble.
To me a "counter" to this would seem to be something loaded with Ion Turrets but which could take out Biggs quickly. With Biggs gone and stress on the other two the game would pretty much be over.
The main battle plan should be nuking biggs, don't even try to get fancy. Next should be Ibtisam, she likes to get stressed and as soon as she is try to ion her. Or failing is you have a cheap ship try to let her bump a ship.
Jan should not give problems end game, keep at range 3 and you should win even with 1 ship left.
Try Han, Gunner, Marksmanship and 2 Blue B's
You will have the firepower and damage absorption to take down the list. You first target is Biggs, take him out on your terms, then smash Ibti.
Biggs will almost certainly go down to concentrated fire from your three ships in a turn.
I run a similar list to the one you are trying to beat and this is the only list I have lost to with it.
Major Rhymer + Marksmanship + Cluster Missiles + Cluster Missiles

Howlrunner + Swarm Tactics

Rhymer will bring the pain. Have vader give him a Target Lock Action and use Marksmanship as his action from the start. RB3 Cluster Missiles with Marskmanship are HARSH. Especially on B-Wings.
And its easy to target Ibitsam with missiles and not fire on Biggs. Just keep him out of LOS or RB3+. Once Ibits is down, that thing is dropping like flies.
Definitely like some of these ideas, very much appreciated! I'll have to try that han 2 b list and I might try a 2b2y list all with ions.
The only ship I see who is that big of a threat is Istiban. Sure If they stay in formation, Istiban will be able to shoot with 5 attack dice. With up to three actions. There is definitely some synergy going. Jans is not really going to be able to shoot very often. And if she is going to continue to give the firepower upgrade her movement is going to be seriously hampered. Also if Jans is using her squad leader then she isn't shooting. Having only two ships a turn that can shoot is pretty weak. Also squad leader isn't going to work great with advanced sensors/PtL. Half the time Istaban will be stressed and not able to do free actions.
The nastiest combo here
I see a couple of ways to counter this pretty easy. 1- Alpha striker bombers, kill Wedge first turn. Jans will die soon there after.
2 - blocking. Close quick with a TIE Swarm. A couple will die to that super HLC before you get close but after that. You should be able to do some nasty blocking. The AS will minimize the effect of blocking, but you can't always barrel roll first if you are using PtL all the time.

I'm guessing this list's strategy involves slow rolling to give Jan time to build up Focus Tokens before the fighting starts. That and range would definitely be helpful to this squad to get the most out of the HLC. A sad thing about that list is that aside from Ibtisam it isn't all that threatening and probably isn't something I'd recommend. I'd rather go with the powered up Kyle, drop the HLC from Ibtisam but possibly add the Engine Upgrade, and consider changing the X-Wing. I would prefer a 666 squadron to this one trick pony even if that trick is pretty good.
Biggs based lists are just dying to be bumped.

I know this sounds silly but if I lose 3 ties in the first round and you lose even 1 ship we are the same amount off. I can't state enough having 3 ships only is a terrible idea.

4 Shuttles

And last my new fav list
2 Shuttles with ion
2 black tie with vet
1 Royal guard
If I ion the B and Biggs turn one, I use the ties and the inter to K turn your done. Turn two the shuttle stop and repeat the attack. By turn three you have a chance to kill a shuttle but I have done three turns worth of shots without a return volley so I m better off.

Just for funz0rs:
As others have said, make sure Biggs dies quickly. After that, not only is Ibti vulnerable to ions, but an ionized Jan can't clear stress. If Jan can't clear stress then she can't use Squad Leader or buff Ibti.
If you want to use 3 ship rebels as well just try to make sure Biggs dies before he ever shoots and include at least 1 ion cannon. Perhaps something like:
Horton Salm + 2x Proton Torpedoes (33)
Dutch + Proton Torpedo + Ion Cannon (32)
Ibtisam + HLC
(35)
That's a strong enough alpha that Biggs shoud never get a shot off, plus all ships are tough enough to absorb 1 round of return fire. Get the alpha off at range 3 and the only real return shot you face is his buffed HLC. From there you should have things in hand.
