Question: "all", "any", and Nisei Division

By ProfMoriarty, in Android: Netrunner Rules Questions

A zesty debate is forming betwixt myself and another player.

There are rulings, allegedly by Lukas, that "spending 0" is not the same as "spending". This is why Yog.0 can still be used to break RSVP (assuming you have a data sucker token about) since "0" is not a subset of "any" (RSVP has one subroutine which reads "the runner cannot spend any credits for the remainder of this run").

The latest FAQ states that "all" DOES include 0.

Nisei Division, as spoiled, reads "when you and the runner reveal secretly spent credits, gain 1 credit".

Should that be "when you and the runner reveal ALL spent credits"? The debate arises in that, if one or both players spent 0 credits, they didn't actually spend any credits, and thus the corp does not get a credit. The debate further goes on about whether or not the CORP has to spend a non-zero amount of credits, in order to gain a credit.

My reading of this is that the effective interpretation should be "all" - i.e. regardless of whether or not either player bid more than 0, or none of them bid more than 0 in secret, the corp still gets a credit. I may well be wrong - but I'm having trouble locating much of use on the Internetz.

Ugh. Rules lawyering.

The Psi mechanic requires you to secretly spend 0 1 or 2. When you reveal which you chose, gain a credit if you're playing Nisei Division. It's that simple. If you or your brother disagree, there is a rules questions link at the bottom of this page.

EDIT re-worded slightly to be less terse.

I agree with Feesh. The spirit of the law is quite clear. The point of the ID is to make you money when you use the Psy mechanic. It doesn't matter what you spent.

Well I'm glad we're in agreement ;) now to convince my fellow players.... Rules Lawyering is inevitable in a competitive game. I'm trying to head this one off at the pass because I think to NOT get a credit is, indeed, not in the spirit of the identity.

It would perhaps have been more appropriate to tie the ID explicitly to the Psi mechanic, but maybe that would end up with more words (subject to interpretation) and be less broad (something other than psi might come along that required secret spending).

In the end, you get the credit for *revealing* what you spent - and spending nothing is one of the options given by the psi mechanic.
