That is absurdly strong for a weapon's baseline. If those are the final stats after extensive attachments and mods, then they are more reasonable (except it probably shouldn't have any hard points left) even if the cost is way too low.

This is somewhat like the X30 Lancer, the description states its a slim and smooth weapon with a scope on it. For this I gave it long range, and only 1 HP.

Yes, its a bit high but its the trade off for being long ranged. Here it is compared to the Lancer. Looking at it I might have been a little harsh with the stats I gave. I will update it.

i like weapons but for my gunslinager bh gadgeteer/technician ill lower the crit to 3 and add i piercd plus one and drop encum to 1. then when i mod it take the front barrel sight off to to get quick draw mod (forget whats its called)
Might be simpler to just treat Cad Bane's blaster pistols as being versions of the basic blaster pistols as provided in the core rulebook with attachments/modifications employed, such as the blaster actuating module that's been fully modified; easy to figure he's a good enough shot that a setback die on his attack rolls won't be a major hindrance most of the time.
Plus I think a lot of what Cad Bane does is his talents and skills, not his guns.
Keep in mind that if there's one specialization that Cad Bane is likely to have, it's Gadgeteer. Of course, as I've said elsewhere he also seems to have Mercenary Soldier as well. As a Gadgeteer, however, his Jury Rigged talent could be applied once to each of his pistols, giving them a feature that wouldn't normally be purchasable.
