Technology credit and specialization

The last week I played a game why my group and we ended up with a situation that we weren't able to assess in a clear way.

One of us player a Law that cuased all the planet with a tech speciality to give technology credit for all colors.

Afterwards the same player declared his secret objective, than was "control 4 planetes with the same technological speciality ".

This casued some argument and brought to two possible interpretations

1) Since the planetes give creadit (and hence discount) to all the techs, then the specialityclor on the planet card have to considered of every colors at once

2) The planets retain their normal speciality color, but you can use the credit/discount provided for purchasing technologies of any color

Can anybody spread sme light on this argument, please?

#2 is correct. The Technology Specialty itself doesn't change at all - it simply causes it to provide credits for all four colors. You still have to control 4 of the same color printed.

There's a difference (even if subtle) between the technology specialty and the tech credits it provides.
