Hobbies ability reads:

"When you acquire or spend a target lock, you may remove 1 stress token from your ship."

Does this mean he might acquire a TL by his own means even when stressed or is this just triggered if he gets a TL by Dutch?

You can not even begin to do a TL-action when you are stressed so his ability will not get a chanse to trigger if he is allready stressed when you try to do the target lock action. But as you sudgest, if he acquires a lock in any other way that doesn't involve him takeing an action, he will lose a stress for it.

When an ability instructs you to acquire a target lock, this is different than

performing an ‘acquire a target lock’ action. It is possible to acquire a target lock

while stressed, and a ship can acquire a target lock multiple times during the

same round. A ship can only perform one ‘acquire a target lock’ action per round.

Removing stress when acquiring a TL is not limited to Dutch. R5-K6 allows Hobbie to acquire a TL after spending one. Which removes a total of two stress tokens.

Not saying R5-K6 on Hobbie is a good idea. But he does trigger the ability.

Having play-tested Hobbie, I can say he pairs really well with the up-and-coming R3-A2.

If you're running a PTL Interceptor and Hobbie has a shot, you're doing it wrong.

I keep hearing sentiments like that, but that's a ridiculous point. With that logic interceptors should never be shot at by anybody all game. You don't simply get to choose to be out of someone's firing arc because you're super maneuverable. Hobbie pulls this off no matter what range he's in. Interceptors have a really hard time getting out of the center of a range 3 shot.

And even if an Interceptor CAN get out of his LoS, that means he is dictating where they are going. That's a powerful thing against the most maneuverable ship in the game. Give them a choice of getting Hobbie-stressed or dodge out of his arc and into that of several other ships. It also means that if they are boosting/barrel rolling, then they aren't focusing or evading.
