Is a tri-color deck a good idea? I was really interested in maybe doing a Tri-Color Rohan deck, I am just on the fence as to whether or not this is smart. Theoretically maybe Grima/Eomer/Eowyn, or Grima/Eomer/Theodred.
Second question, in a 2 player game, is it important to have a player with Lore? Lore seems to be the only access to healing, is it possible to win games where neither player runs Lore?
Lastly, any advice for Rohan would be nice, Right now I have Foundations of Stone, Voice of Isengard, and the Core set (1 copy).

You can do a tri sphere deck. It's usually better if you have a dual sphere hero (ie aragorn or hirulin or elrond with attachments)
If you do it's key to have resource acceleration and fixing (ie theodred, bifur, errand rider)
In terms of two player and lore it can certainly be done. Healing is not always needed and cards like gondor discipline and even landroval and dori can help indirectly.
If you are playing two player the most indispensable sphere is probably spirit. Playing two player without spirit would be much harder I think
I guess my question would be - why do you want to play a tri-sphere rohan deck? The majority of their cards are in Tactics or Spirit (and you could make a good dual-sphere deck using those colours).
What are you hoping to gain out of three colours? Is it specific heroes you wanted?
You can win games with any sphere missing - you can for the most part win games with everyone in only one sphere (Tactics struggles a bit with this, but much less than they used too).
Well, primarily I want a tri-sphere rohan deck because
1. my cards are limited.
2. Rohan appeals to me thematically.
The idea was just to have a bunch of low-cost Rohan mooks to charge into the fray and bravely die as Eomer destroys fools. I'm using the Westfold Horse Breeder and Rohan Outrider more or less for this purpose. If I have Leadership (and Theodred is great!) then Snowbourn Scout is great for this too.
Since my partner in crime is using a Leadership/Tactics dwarf deck, and I am just getting started, It's a bit of a stretch for me to have tactics as part of a bi-color, I'd have to include some not very optimal and not very thematic cards.
I figured I need Eomer, Eowyn is sort of indespensible as we are having difficulty questing in some missions even with her on the team. So... that was where the other question came in. If I went Tri-sphere, Grima would fit in very well. He would also give me access to Lore, which seems important.
If I don't need Lore, than Theodred gives resource generation, which I like, and Dunhere can be fun, although in my experience it is hard to make him be effective.

Without knowing what cards are available to you it's difficult to judge the best kind of deck you can build.
A tri-colour rohan deck certainly is doable (although to my mind a lot of the best rohan cards are expensive 5 cost blue cards) - You absolutely need spirit because it has a lot of the cheaper rohan allies.
If your partner is tactics/leadership I feel that you would be best as Lore/spirit from a quest beating point of view. Lore on the other hand is pretty poor for Rohan (you get Grima and Gleowine but then any other lore is going to be not rohan themed particularly).
if you did want to include Theodred he would help you a lot with making a tri-colour deck - his ability to give resources to other heroes can help you to compensate for drawing too many cards of the wrong colour.
Personally for your theme (if you don't want Rohan/isenguard) I would go tactics/spirit/leaership. With Eowyn/Theodred/Eomer probably, maybe Hama instead if you have him in tactics.
With Theodred and Eowyn you want to focus on spirit or leadership (and probably spirit to partner with your friends deck). WIth just some cheap red and purple cards.

Do a search on the rohan trait - the expansion that a card is from list listed next to the card name.
Edit: If your card pool is limited and you don't have stuff that works well with Dunhere - avoid him imo.
