Start the turn off cloaked; decloak (make your movement), Cloak, Decloak (make your movement), perform your maneuver.

Barrel rolling half the board in a single turn? Probably not, no.

No it seems pretty unlikely you can decloak twice, because you're now trying to trigger 2 effects off the same trigger.

This was discussed quite a bit in the huge initial thread when the cloak was first spoiled. I think the general consensus was that you couldn't do it, though I don't remember why now, but it was far from a unanimous consensus.

Edit: I think the issue was triggering multiple decloaks off the same trigger.

Definitely will need a FAQ.

Page 9 of the standard game manual says:

However, a ship cannot perform the same action more than once during a single game round (not even when the action is a "free action".)

Maybe I am am oversimplifying it, but how do you get around that?

Decloaking isn't an action.

As revanchist says decloaking isn't an action it is just spending a token.

The question is whether or not spending a decloak token depends on a trigger

"it is just before I reveal my maneuver dial, now I will trigger advanced sensors and decloak and decide which order to perform them"

or if it is simply dependent on the game state

"it is before I reveal my dial, I decloak

It is still before I reveal my dial, I use advanced sensors to cloak

It is still before I reveal my dial, I decloak"

Yeah I'm with you now, I was misreading the cloaking card to be actions on both ends of the cloak.
