Does a target get to roll to evade both attacks or just the first?

Really note the "two separate attacks" part. If you have something that only modifies one attack or defense roll then that will only apply to one roll. To put it another way if you have a Focus token you could spend it on the first attack or you could spend it on the second attack; it will NOT affect both attacks.
edit: missed the "e" in note. That it is two completely separate attacks is important enough to mention again.

That is what I intended to say.
When I say "the attack step order", I mean things like "Roll attack dice, Modify dice, Roll Defense Dice", et c.
I do NOT mean "Focus applies to both attacks", unless you spent 2 focii for the privilege.
Marksmanship would, though.
