Shouldn't that ability be per card? Because it doesn't say "up to a max of 2"
I'm looking at it like 1 engineer=2 TLs...1 engineer+1 engineer=4? Each one allows you to hold 2 target locks.

So what about the mercenary co pilot then? You can double him up and no? He says basically the same thing "you may change ONE of your hit results to critical" the weapons engineer says "you may maintain TWO target locks"

If Weapons engineer read, You may hold one additional target lock, instead of you may hold two target locks it would work differently.
Because it says you can maintain 2 target Lock, not maintain one more target lock. There is a number limit written on the card. Recon Specialist says that you can add 1 more focus token when you perform a Focus action, there is no limit to how many you can add, so I can take 1 more focus per Recon Specialist.
Because the mercenary copilot activates once per card, and the only cap on hits that can be turned up is how many you roll. The activation on Weapons engineer is that you can target lock an additional target lock. So in theory you could target lock 3, except that your target lock cap is set to 2, not raised by one on each card. From the FAQ:
" Each ship is able to maintain one target lock, unless stated otherwise by a game effect. "
The Weapons Engineer is one effect that allows 2 TL, but if Dutch were to hand one to a ship with 2 already, you would have to lose one as the Weapons Engine only allows 2 max.
