So, in my last game my opponent tried to use his boost action before doing his movement. I stopped him, telling that the action phase can't happen before maneuvering. Did I say the right thing?

You certainly did. Unless, of course, he had advanced sensors as well--like a B-Wing with an engine upgrade for instance.

Currently, only ships able to take the Advanced Sensors upgrade card can choose an action before they execute their maneuver. The only ships that can do equip this card are the B-wing and the Lambda Shuttle.

The possible exception to this is if Lando's pilot ability is used to grant a higher PS ship an action before that ship has moved. Note that free actions can be done outside of the perform action step.
