TORY FOSTER
Leadership: 3
Politics: 2
Chief of Staff - At the beginning of Tory's turn, she may look at the top card of the Quorum deck. She may place that card at the top or bottom of the Quorum deck.
Stonewall - Once per game, Tory may prevent one player from activating any one Galactica or Colonial One location. That player's action is considered wasted, and that player may attempt to activate the location again on his next turn.
Hedonistic - Unless Tory is in the Brig, she may not contribute only one card to a skill test or Crisis.

ELLEN TIGH
Politics: 3
Leadership: 1
Gaming the System - During Ellen Tigh's Draw Phase, she may draw one skill card of any type.
Personal Politics - Once per game, Ellen Tigh may ignore the effects of any Crisis card of which she is the target.
Taste for Ambrosia - If Ellen has one skill card in her hand, she must discard it.
Setup: Admiral's Quarters

SAM ANDERS
Leadership: 2
Tactics: 2
Piloting/Engineering: 1
Resistance Leader - When piloting a Viper or activating the Armory location, Anders may add one to any damage roll he makes.
Perfection of Creation - Once per game, Anders may declare the result of a single die roll. He may do this even after the die has been rolled. This ability may not alter the result of an FTL Control activation.
Rook - Any Viper piloted by Anders is damaged on a roll of 4. Ignore this trait after the Sleeper Agent Phase.

CAVIL

Tactics/Engineering: 1
Manipulative - On Cavil's Movement Phase, he may move another player rather than himself. That player may be moved to any Galactica or Colonial One location except the Brig or Sick Bay. Cavil may not use this ability on players in the Brig or Sick Bay. Any discards by through the use of this ability come from Cavil's hand.
Firebrand - Action: Once per game, Cavil may increase or decrease Morale by 1.
Petulant - Cavil may not move to a location occupied by another player, unless that location is the Brig or Sick Bay. He may, however, move another player to his location.

LEOBEN CONOY

Engineering: 1
Arms Dealer - If Leoben is in the Armory, Centurions may be destroyed on a damage roll of 6 and Heavy Raiders in the same space as a launch tube may not be activated.
Self-Styled Prophet - Action: Once per game, Leoben may draw three cards from the Destination deck. He then places two of them at the bottom of the deck and returns the third to the top of the deck.
Allergies - Every time a nuke is used, Leoben goes to the Sick Bay.

SIMON
Engineering: 2
Leadership: 2
Tactics: 1
Brilliant - When using the Research Lab, Simon draws two cards rather than one. The two cards must be of the same type.
Heartless - Once per game, when the players have failed a Crisis, Simon may sacrifice one Population to turn the failure into a success.
Frail - Simon discards his hand of skill cards whenever he is sent to the Sick Bay or Brig.

AARON DORAL
Politics: 2

Tactics: 1
Public Relations - Doral may treat any location on Galactica or Colonial One as if it is a Press Room.
Overseer - Action: Once per game, Doral may activate two Galactica locations in any order he pleases. He does not need to be standing in either location to use this ability. This ability may not be used to activate the same location twice, or to activate either FTL Control or Admiral's Quarters. This ability may be used from the Brig.
Fall Guy - Once per game, a player about to be sent to the Brig may choose to send Aaron Doral instead. Doral may then show one random Loyalty card to the Admiral, who chooses which player will be sent to the Brig.

CAPRICA SIX
Politics: 3
Leadership: 1
Engineering: 1
Seductive - During Caprica Six's Draw Phase, she may take one skill card from any player's hand. If doing this causes Six to have six or more cards in her hand, she then gives one skill card back to that player. This ability may not be used on Revealed Cylons.
Defense Systems - Action: Once per game, Caprica Six may draw two Basestar damage tokens or two Galactica damage tokens, and place them as is appropriate. If two Basestars are on the board, the two tokens may be split between them.
Guilty Conscience - If Caprica Six has six or more skill cards in her hand at the end of her turn, she must discard one of them.

KNOWN ISSUES
Is Anders overpowered? Would mixing up his draw a little bit change that?
Ellen Tigh's Once Per Game is pretty conditional, but I think her Once Per Turn makes up for it.
I know that Leoben's draw gives him an easier time of leaving the Brig than any other character. Is this a bad thing? His actual abilities are a little on the weak side, so I think this little bonus might help to balance him out.

personally, I don't think cylons should be player characters outside of the final five.

They're only known in the same way Boomer was known, namely not until later in the serries. Considering we have cannon humans being Cylons, why not have cards for Cannon Cylons being humans?
