What's the MSRP on individual starters, and if it's under $11.99, who do I contact about the illegality of my store's prices?
Not to be nitpicky, but...
Stores can charge whatever they want for boosters, starters, or boxes. MSRP means Manufacturer's Suggested Retail Price. It's not illegal to charge more or less then MSRP.
Sadly, I do not think there is anyone you can call. MSRP is Manufacterer's Suggested Retail Price. It is not something set in stone, it is their suggestion, doesn't mean that store is gonna charge it. We still get ours for 9.99

Where are you located? I know prices are higher outside of the US, and some stores within the US actually have to pay more to get the product depending on the distributor they use.
Other suggestions, talk to the manager/owner. Maybe they will be willing to sell them to you for 10$ each if you bought all 4?
The MSRP according to FFG is $95.92 for a box of starters. This comes out to exactly $11.99 each. Keep in mind that the price they pay to order prodcut will be based on the MSRP, and this set is more expensive than the previous starters were, so they likely paid more than they had in the past.
The new MSRP for starters is $11.99, so you are out of luck regardless, my friend. This move was done a few months back when booster packs and starters were raised in price (a booster pack's MSRP is $3.99).
Besides, free market etc., so your store owner can raise the price if demand is too high. Like my store owner did with the original starter Ken and the newer starter Mai.

But seriously, seeing how the starters are fixed and, say, Siegfried's starter has two Torn Hero, you'd think it was worth the two dollars.
