I have modified all of my bases, but only as far as to paint them black and glue a square of mousepad underneath. The mousepad doesn't raise the base to any noticeable degree. Are they illegal?

From the tournament rules:
Ship bases cannot be modified to alter their size or shape. Weight may be added to a ship base if it does not alter the shape of the base.
Although not its primary purpose, the mousepad does add weight. So that is fine. As for painting the base, paint does increase size. Marginally. You probably cannot measure the difference. So use them.
So I can't find anything to clarify if Imperial Aces is legal now for tournaments? Usually there's a list of tournament legal items but I don't see one in the new FAQ or Tournament Rules. Am I missing something?

They have changed it to a ban list of what is illegal now. Basically, blacklist vs. whitelist. As near as anyone can find we don't actually have a ban list at the moment, so it seems they're legal.
What I find interesting is the screwage of the pilot that gets a free focus after a green maneuver - now has to wait two turns after a stress event to get the free focus. The rule previously has been that if a card contrasts with the established rules then the text of the card overrides the base rule. Except for now. Does it seem odd to anyone else that the base rules are overriding the text of a card? Seems they took a low end pilot and made it even lower-ender

Night Beast has been like this for a year, and there's no conflict with the rules.
In Step 3 of the activation phase, "Execute a Maneuver", you execute your maneuver. There's a difference (sadly) between the step name, and the game event of the maneuver being executed. Night Beast's ability triggers off the maneuver event, and resolves before moving to Step 4. So when his ability goes off, he hasn't yet removed the stress and he doesn't get the action.
No base rules overriding the card... but abilities always have to fit into the framework of the rules. In this case, a lot of people misunderstand the timing on Night Beast because of the confusion of the step name and the event name. But there's nothing outside the rules here.

A free action is, by definition, a normal action which is taken any time other than as your normal action during the Perform Action step. And regardless of the source of the action, free or not, you cannot take any actions while stressed - period. (And before someone says it, yes, unless you're Tycho). I can't look up the actual pages and quote at the moment, but free actions are defined at the end of the Perform Action block (after the actions themselves, I believe) and the "No actions" bit is in the section on Stress, which is in the addition rules. Page 20, I think?
And you're right that there is a distinction between a free focus action, which you can't do while stressed, and gaining a focus token, which has no limitation.
So, to revive this, did anyone else notice that they've updated the tourney rules? The date on the rules is 4/21. It removed the stuff about "player number" matchups, so you just randomly assign people within a score total. Also, the tiebreakers removed the who-played-who tiebreaker, so now it's just by strength of schedule. I only noticed this since I wanted to print them out for this weekend's Regional.

I reread them yesterday, but I skimmed over those sections and totally missed those changes. It really makes more sense this way.
