This might be a stupid question but I will ask it anyway. Narrow escape says put into play all characters that were killed or discarded this phase. Does that include characters that were discarded from the hand for intrigue claim or other discard effects?

It would, but the card has specifically been erratad (see the FAQ) to stipulate "discarded *from play*".

So your interpretation of the printed card is outdated, but not wrong.
