There are a ton of Rebel pilots that would be excellent in Imperial craft. Both Y-wing pilots have great abilities. Horton in a squint rerolling blanks at Range 2-3? Many times yes. But for maximum effect/evil, you would probably want Etahn A'baht in a regular TIE riding swarm shotgun with Howlrunner. Critzkrieg.

On the other side, most named TIEs would be good in an X-wing as they have excellent (and basically free) pilot abilities. Maarek in anything with 3 attack makes him viable. I think the thing I would want most is not a pilot though. Give me ST-321 so I can lock up everything before the first exchange.

In the strictest sense I can't answer this question, because I play both Empire and Rebels frequently.

If the question is instead what pilots I would most like to have switch factions, that's easy: I want Biggs in a TIE Advanced to run next to Howlrunner (fairly self-explanatory, I think) and I want Vader in... well, pretty much anything to be honest, but let's go ahead and say B-wing for the durability and barrel roll.
