It could be, but there was never more then one of them.
None of the ships in X-Wing are really unique, Han wasn't the only one to fly a YT-1300 and Boba Fett didn't have the only Firespray.

Actually, in Labyrinth of Evil, I believe it was stated that Republic forces recovered it but it blew up before they could analyze it.
I thought the Scimitar was a prototype advanced modification of the Star Courier. Like the Falcon/YT-1300
It didn't blow up but it had countermeasures against intruders. It was later used by a nightsister and a dark Jedi after the end of the clone wars

While Darth Maul or his ship doesn't make sense for this game. There's a few items already out there that come from the Prequels. Such as seismic charges and the Senators Shuttle token.
I'm just wanting a ship like his for the game....

That's a Scimitar-class bomber. Maul's ship was THE "Scimtar". Like you could have a Reliant class cruiser, but there's probably just some ship somewhere that is also named the "Reliant".

The Scimitar Attack Bomber was build by the time the Phantoms were built ... so ... this would be a valid craft for the game - unlike the "Scimitar" from Darth Maul ....... but .... in the end its up to FFG

Yes and no.
FFG seems to want to stick to the Rebellion Era of Star Wars, that means most likely you won't see ships from the Clone Wars era. Add to this the fact that Disney seems to want us to forget about the prequels and clone wars, it's unlikely they'd approve of any ships from that era.
But the Z-95 was a clone war ship, so it's not like it can't happen.

Maul's ship on the other hand was a prototype that never saw mass production so it's not a good ship for this game, how do you make 3-5 pilots for ship that only really belonged to one person.

But it was also a rebellion-era ship, and one that's been around since long before the prequels were even imagined. In fact, the Z-95 is older than the A-wing and B-wing.

Only FFG knows the extent of control that LFL and Disney have over what they do. Anyone else is just speculating. It's a pretty safe bet that they have to get LF/Disney approval for stuff though.

I'd say 2-2-4-3 (like Y-Wing; one hull goes to defence), 2 Bomb slots, 1 torp slot, 1 missile slot, 1 crew slot

Absolutely, as I said, it's a safe bet that there's some oversight. But none of us know the extent to which they influence ship selection and stuff like that. It could be "OK, here's what we have, any issues with it?", or it could be "What do you want us to make?". A lot of people seem to assume that it works one way or another, and I'm merely pointing out that one shouldn't necessarily put any stock in what they're saying. Like when people say, "Oh their license doesn't cover that." Even if they'd said something in the past, we have no clue what the current terms are

I have to disagree on the X2 missiles and bombs. The Regular TIE Bomber carried way more ordanance than the Scimitar. The only thing better about this assault bomber is that it might be able to drop its ordanance faster, it itself is faster, more streamlined, and has shields. It appears not to be able to carry the heavyest types of ordance like proton torpedoes, proton rockets, and proton bombs.
I found myself wanting a Sith Interceptor (from Old Republic MMO) I am pretty sure it is very unlikely that it will ever show up, but all I really need to do is get a model of the right scale and use Firespray Stats.
I don't know if Maul's ship compares. My understanding is it was pretty much a stealth ship for him to sneak around the galaxy in. It never really engaged in space combat and for all his skills there is no indication that Maul was that much of a pilot.
If you wanted you could just use shuttle stats and call it good. It wouldn't have a clocking device, but you could explain the cloaking device as a strategic not tactical weapon.

Not bad, stat-wise...
I think I'd look at the Y-wing as a near equivalent, or somewhere between the Y and the TIE Bomber, with roughly the same average stats and number of upgrade options. For example, if it had better Agility than the Y-wing (+1), I'd downgrade something else. Don't think I'd give it more "Life" than the Bomber, with 2 Agility and 6 Hull, so maybe Agility 2, 4 Hull and 2 Shields.
Per Wookieepedia:
1. The Scimitar is faster than The TIE Bomber- but we don't know by how much or how that would equate to the game.
2. There is nothing to indicate the maneuverability or Agility of the ship but it is probably no worse than the TIE Bomber but less than a TIE Fighter, so Agility '2'.
3. The Scimitar is longer than the TIE Bomber but not wider, so a probable Hull value of between '3' (average) and '6', so we'll say '4' or '5'.
4. The Scimitar has Shields as standard, while the TIE Bomber does not. But, there is nothing to indicate that they are particularly strong, so I'd go with 1 Shield factor of '1' or '2'.
5. The Scimitar has has 2 crew (pilot & bombardier), not sure I'd give it a Crew slot but I wouldn't argue against it, either. All the other ships with Crew slots have 4 or more seats. So, maybe 'Yes', maybe 'No' on the Crew slot.
6. The Scimitar has 16 ordnance launchers with two "weapons" each, for 32 total warheads (Bombs/Torps/Missiles), which is more than the TIE Bomber, which averages 16 (?+8+8) or when upgraded, 28 (?+12+16). So, 2 Bombs, 1 Torpedo and 1 Missile slot is not unreasonable.
7. TIE Bomber has TL, Focus and BR actions available. This does not seem unreasonable for the Scimitar but you could make an argument for adding Evade, as it is a newer, more streamlined, more survivable ship.
8. Maneuver dial should probably look pretty similar to the TIE Bomber or maybe the TIE Advanced, as this is an "advanced" bomber.
