Charlie Kane, the Politician....the situationally overpowered?

In my quest to stamp the life of all GOOs before Innsmouth adds a new slew of them...I seem to have found something a bit odd.

Charlie Kane v Glaaki

During the actual game, Charlie effectively keeps servants off the board COMPLETELY. Terror level never goes up, allies rarely leave the game, and servants stay off the board. Furthermore, in Final Combat, well...Charlie effectively prevents Glaaki from attacking.

Charlie Kane v Atlach Nacha

Might just be my group's strategy, but we started ignoring monsters largely because we just closing gates as fast as we could and bring as many allies into our party as we could. But Charlie was invaluable in making sure we had allies to draw.

Charlie Kane v Tattered King

....Is this one even a fair fight? I think we decided this would just be too boring in terms of mechanics (monster limit exceeded, clear outskirts, terror level doesn't go up because 2 clue tokens were spent, and back to square one) and just a clue drain on Charlie....which wasn't a problem when he managed to stock pile a small truckload's worth.

Charlie Kane v Hastur

....no comment on how ridiculous this game was.

Granted, those are the only GOOs that come to mind with anything remotely dependant on the terror track....but when he's in the game...Glaaki and Hastur should just take their ball and go home it seems. Here' just a stopgap against Atlach Nacha, but I don't think I'd want to play against the evil spider thinger without Charlie on my team.

Sure, he may be situationally overpowered, but clue tokens are always a limited commodity. Particularly when you play with more players. Not to mention, he may seem strong against certain GOOs and Heralds, but he is generally weak otherwise.
