Only a soak of 13?!? Or are you referring to wound threshold? Because 13 is pretty high.
Oops I meant wound threshold lol. Yes a soak of 13 would be great. But the tank sniper had like a 12 soak and 20+ wounds
Honestly this system is so broken when it comes to combat, you can break the game with 3 dozen different types of builds that the Dm needs to give NPCs 50 health to survive the first round. I overhual most of the system to balance it out so it come out fair however almost all of my players do the rule of cool and even then with only 35 xp, the tank can take a full blaster volley from stormtroppers and shrug it off like they were throwing plastic spoons at him.

A minion group of half a dozen stromtroopers with just blaster rifles is YYYGGB v RangeSS. Hardly a tough shot and with a rock bottom 10 damage, and 11-13ish damage probably the average, he's hardly in a position to shrug that off for any extended fight.
