Can Lando use his ability on a ship with PTL and then can that ship use PTL?

Also, can Lando use his ability on ship that is stressed? Thanks!!

1. Yes, Lando can use his ability on a ship with PTL and that ship could use the free action to trigger PTL.

2. Normal actions or free actions cannot be performed if the ship has a stress token. The exception is Tycho, who can still perform actions while stressed. Note: Lando can still give the stressed ship a free action, that ship just would not be able to use it.
