Guessing someone bought it, but didn't use it. I could see a store buying a pack but not have anyone show up so they are stuck with it.
This should be reported to FFG, as stores are not allowed to sell them.

It's part of the agreement the store makes with FFG. They can only give them away. The kit is REALLY cheap. I don't even think it covers the costs FFG endures creating and distributing it.

I had a conversation with an owner, and he said FFG is ok with selling the item IF the following occurred:
1) Event was marketed and announced
2) Players did not show up for the scheduled event
3) Game items (ie Game Kit) was sold after the event date
If the store owner made reasonable attempts to hold a game night, and no one showed, the owner can sell the items online. Just not prior to the event taking place.

The stores buy the kits from FFG. It's not like FFG is giving them away for free. Yes, they are promotional items, but if no one shows up to the event, who eats the cost (hint: not FFG)??? I don't see any "Not for Resale" disclaimers, so the buyer can sell the items if they wanted to.

Apparently "free to use your Game Night Kits however you feel is best" includes selling them for a hefty profit whether or not they were intended for an event.
