I am not sure if this us just me but it seems to me that the Missile Pack and Missile Tube in Dangerous Covenants should be straight forward weapons and not attachments, since they can be added as normal for weapons.
Is this just me thinking this?

They actually are, it's worded a little funky though. They chew up a HP unless you are swapping out an existing weapon system. They aren't being tacked on to an existing weapon so calling them an attachment was poor word choice.
By being attachments thsy can be modded though. I think that's why they went with attachments.
Or they went with attachments because the rules for Upgrading Weapons are a bit confusing to some people. Or both.
They can be modded, but again, they still use up a HP, so it isn't like something you can tack onto say an existing weapon. It's more like an attachment to a ship which are supposed to be called upgrades I think.
