R5-k6 say s on a evade result, immediatly acquire a T-L..... you cannot spend this T-L during this attack. for now it s ok. Add to Dutch that fire a proton torp. spend a T-L , and so play R5 ability and now my question is:

does Dutch make is ability again and give T-L FROM R5 ability to an another ship and can that ship use the T-L ? if is from the R5 that say you cannot spend this T-L during this attack.

this attack is from Dutch not from the other ship.

Yes, you can trigger Dutch's ability from a lock acquired via R5-K6.

The other ship can use the target lock normally, at its convenience. It can't spend it any way it normally couldn't, though, so you wouldn't be able to spend that lock to help Dutch. Everything else is fair game, though.
