When attacking at Range 2 or 3 you can spend an Evade token to add 1 'Hit' result to your roll.

So, I know it's my sudden inability to reason things out... but does this mean that you add a hit to whatever you roll OR that you make one of your dice into a hit?

So, 3 attack dice + 1 extra hit if you spend your evade token.

Yeah I like his ability a lot - I have a build with him and howlrunner with squad leader, howly lets Kir evade and focus and reroll 1 die.
