I ran a 4 player game this weekend and ran into a problem during Strategy Card selection where the last player to choose his second card had to select the same card that he had on the previous round. How should this be handled, since you are normally not allowed to select the same SC from the previous round? We resolved it by another player trading him a Strategy Card which he had not chosen.

You are just not allowed to choose the Initiative strategy card. Any other you can choose as many times as desired (if available).
Yeah, your free to pick the same card turn after turn, as long as isn't initiative.

...unless the last one remaining is Initiative, so you have no choice but to take it.
