Rules on Cluster Missiles

Have been using cluster missiles recently and question has come up.

How do cluster missiles act?

The Card States:

Attack [Target Lock]: Spend your Target Lock and discard this card to perform this attack twice. Attack value: 3. Range: 1-2

A) - The defending player gets to roll defense dice against each attack made by Cluster Missiles

or

B) - The defending player only rolls defense dice once against the initial attack.

Just on a game balancing issue I am more inclined to go with the first but want to make sure this is right for future play. Thanks!

In terms of rolling dice, focus, TL, ect... They're treated as 2 separate attacks, with two sets of dice rolled for both attack and defense.

So if you use a focus token to convert [eye] to [hit] on the first roll, you can't use that same focus toke for the 2nd set of dice, likewise the defender can't use a focus token for both sets of defense rolls. Jan could add a die to one of the 2 attacks with her power. ect...

A) is correct.

Each of these are treated as a separate and complete attack (other than target selection) and are handled accordingly for all rulings.
