After losing a bunch of games to Voice of Isengard with random decks i had lying around, I built a new one to take on it's quests, which won all three in a row. This is a first draft of the deck. Suggestions welcome.

Starting threat is 28. Using Boromir, Saruman and Gandalf can make the threat rise quite quickly, but it can be reset with Aragorn. The idea is to get multiple uses per round out of powerful cards (Boromir readying, Glorfindel with light, unexpected courage, Hobbit Gandalf), so a quickly rising threat is irrelevant, as you power through the game quite quickly.
As this is a three-sphere deck, all the cards are cheap 0,1 or 2, except for neutral cards.
