Granted I have no clue what the cards do, but the Jan Ors and Kyle Katarn crew cards are imo indirect buffs to the HWK. Perhaps they are trying to do 3 birds with one stone?

Yeah it certainly seems to be the case. No reason to make crew versions of those specific characters otherwise. Granted they could certainly be used on other ships but will probably be best on HWK's, co-piloting for one another.

When you look closely you can identify the crew icon on the B-Wing title card.
