Howlrunner and Title Royal Tie

For the Title card Royal Tie, can Howlrunner or any pilot in a Tie Fighter, Interceptor, Bomber etc. above a Pilot Rating of 4 or higher use that card?

No, only Interceptors with a 5 or higher PS can use the Royal Guard Mod.

Nope, sadly - it states it cannot be equipped on PS4 or lower

Saber with VI can take it. Might use RG Pilot instead, though.
