carnor jax- enemy ships at range 1 cannot perform focus or evade actions and cannot spend focus or evade tokens.

the question is not whether they can spend it, obviously not, the question is can they perform a free focus action?

A free action is an action.

To clarify, the only thing unique about a 'free' action is that it is granted by some ability and does not use up your normal action for the round. It is an action in every other respect, including with respect to not performing the same action twice in one round. It's simply an action that doesn't COST an action. If something like Jax, stress, etc, prevents you from performing an action, it doesn't matter if the action is free or not.

on the flip side, i do beleive that if using PTL with Soontir fel, if you boost and barrel roll you still get the focus token, because the card says assign 1 focus token to your ship, not perform a free focus action.

You would, but it's unlikely to do you any good - if you're in a spot where you have to worry about whether Jax would stop you from taking the action, you're not going to be able to spend the token anyway (and because Fel is higher PS, the potential saving grace of Jax moving away is not going to happen).

But destroying Jax could which would free you up to use it later.
