Smuggler scenario question

In the scenario included with the Millenium Falcon (where the rebels need to steal 2 containers being escorted by the Imperials), you gain a token when you fail a steal attempt, which helps with the smuggling ship's next attempt.

The rules do not state that you lose these bonus tokens when you successfully steal a container.

Does that mean if a ship gains two tokens because of two awful rolls, it now becomes a super stealer for the rest of the game until either the smuggler token is moved or the ship is destroyed?

Looks like a developer's oversight to me.

You should probably agree with your opponent how stealing will work. Surely, most people will agree on 'resetting' once you successfully get a container.

As I put more thought into this, it seems it will take an average of 3 attempts to steal a container if you lose the tokens.

That means it takes an average of 6 rounds for the Rebels to win.

It would be pretty easy to get any remaining containers across the finish line in 6 rounds. So resetting the tokens on a steal would cut it pretty close randomwise.

Knowing there is a super stealer on the board would pretty much obligate all forces to destroy the ship.
