I have Reaper and Blood Moon and finished a game with 12 Gold (plus 4 I lost in the Oasis that no one bothered to collect.). Does the City expansion give you more things to spend your money on?

The city has lots of shops, yes.
Without the City, you can stop at the main City space and heal lives from the Doctor or visit the Village and buy weapons or armor. Also, you can visit certain spaces in the deck to buy things or replenish fate at the Graveyard for Neutral characters.
There are things to buy without the city expansion but not a lot. I have never seen anyone besides the Leprachaun have more than 5 or 6 gold really.....
yes, the City is where the gold is spent at, but there also are horses and stuff that can be bought in the Sacred Pool expansion.
Recently, I just replaced my Alchemist on the City Space with the Horse Trader on Talisman Island! This would give you something extra to spend gold on....
