No. If there's any chance for you to attack Biggs, you must attack him... Even if it means choosing a different weapon for doing so.

No. Bigg's rule says nothing about what kind of weapons and you can pretty much always choose to fire your primaries. If you have a TL on Wedge but Biggs is nearby and you can see him, you still have to shoot Biggs

That's not quite right. Biggs requires you to target him instead of other ships within range 1 of him, but if there are valid targets more than range 1 from Biggs you are free to target them, even if you could shoot Biggs instead.

And, of course, you don't HAVE to shoot.

That's what I meant. "Any chance" includes, of course, the very own restrictions of Biggs' ability.

But a bit more clarification never comes in excess.
