It seems... possible? As Swarm tactics can be chained to make everyone a PS9 if the original pilot is PS9, so if you use Roarks first, then use the PS12 boosted to Swarm tactics, it should work? Might need an official ruling on this.
Yes, it is. Yes, it is hilarious.
It works significantly better in greater numbers than a 100 point fleet will allow (a 200 point game gives you 8 GSP+ST, while leaving you with 13 points to improve Roark's survivability.)
Remember, Roark's ability goes from R1-3, but Swarm Tactics only goes to Range 1. However, this means that you can target the ship farthest away from Roark, and simply chain it back to him if he's in danger of combat. If he dies, then your swarm tactics are for naught, rendering a significantly larger chunk of your fleet useless than initially thought.
You could run something like.
Roark + Blaster + Recon.
Green
Green + Swarm
Wedge + R2F2 + Swarm
So if Roark dies you still have a PS9 boost until Wedge dies, or if they focus Wedge first you still have your PS12's.

But again the problem is chaining Swarm Tactics where those ships need to stay within range 1 of one another. X-Wings and A-Wings don't move together very easily.
Both have straight 2's and the A's are surprisingly tanky, a little less so without PTL. But I agree once you get in to it it will be hard do chain unless you keep the A's close to each other so you just boost those as wedge already being a 9 doesn't really need it.
Or replace Wedge with Tycho. Especially in that 200 point match, just upgrade a green to Tycho for 7 of those points. And then you could give him a HU for 3, and then roark chewy for 4. That way, both swarm starters have defense. And keep Tycho in the back since he's both a higher PS than everyone, and you don't want him getting dead.

You just handle the other ship -as if- it had higher ps.
The actual ps is the same so the next ship will refer to what the ps is.
To quote Roark's card, "At the start of the combat phase choose 1 other friendly ship at Range 1-3. Until the end of the phase, treat that pilot's pilot skill value as 12."
So, at the start of the combat phase, you use Roark to treat a Green as PS 12... At that point, the green swarms his PS, which is treated as PS12 until the end of combat, and we're still at the start of the combat phase, so it's still 12. And since both ST and Roark say "at the start" as a player, you can choose which order to execute the two abilities, so you would execute Roark and then Green chain. Nothing new or revolutionary in there.

Both Roark and swarm tactics use almost the exact same wording. The both say to treat the target's PS as the new value. I really don't see any reason at all to think that Roark's ability doesn't work exactly like ST, only better.
You treat the PS as if it were the new value. That is the same whatever is referring to the PS, be it the combat phase check, a Swarm Tactics invocation, or some future ability that relies on PS.
