Okay the Black Box action card doubles your red tech credits when played, and Tech Bubble (when using the Tech II SC) lets you buy two techs in addition to the free one (or the Jol-Nar when using their racial ability). My question is that when you can pay for two techs, does the BB AC bonus only apply to one, or both?

I would say as written, it only applies to one tech. It is played before "purchasing a technology", and thus I would infer that it applies only to that technology you are about to purchase.
However, I can see some house-ruling it to apply to both technologies.

True, but it was written for the basic set, and the Tech I SC only lets you buy a single tech, or receive one for free and buy another for the Jol-Nar or with Tech Bubble. It wasn't till SE introduced the Tech II SC that you could potentially be paying for more than one tech in the same turn.

This may be, but the wording on the card still says "before purchasing a technology". Since it wasn't errata'd, I would still say it only applies to ONE technology.

There are a few situations where this sort of logic can be safely applied, but I don't think this is one of them. The addition of new rules and new content from an expansion should not be used as a reason to alter the meaning of old rules which predate the expansion.
