How many decks?

Where in the official tournament rules does it say that you can only use 1 deck for the length of a single tournament?

I see where it says that you may not "remove or changing the cards in one’s deck between tournament rounds", as per the Physical Manipulation rule, but it's a slightly different issue.

I'm not sure I agree that it's a different issue- changing all 60 of the cards in your deck, along with your house card and agenda, certainly seems like it would fall under 'changing the cards in your deck.'

although in a melee joust combined tourney you are allowed to have one deck for both, but seriously changing your entire deck is clearly against the rules lol

It's more obvious when you go to an official tournament why you can only use 1 deck. You get a single deck sheet to report the contents of your deck. If you attempted to submit 2 deck sheets, you would not be allowed to. Therefore you only have one official deck participating in the tournament. The rules then restrict you from modifying that deck (e. g. can't swap out all 60 cards to the other deck).
