If the suit "inflicts" strain (like activating the Stun quality of Shock Gloves), no.

If it says the strain is "dealt" or the text otherwise tells you something is applied as damage, yes.

The suit is described as dealing 8 damage to strain. This would make it Stun Damage which is reduced by Soak. Wearing a charge suit means you are considered to have on shock gloves which do deliver strain directly as per the Stun quality if activated. Now all that being said, an argument could be made that because you have to activate it, that it is like the Stun quality. But I think that because they called it out as damage to strain rather than strain to the target it is to be treated as Stun Damage.
